Meeting of the IPIFF Extraordinary Task Force on Novel Foods

Members were invited to attend a coordination meeting on 18 February to discuss the collective sector response to the unprecedented and unlawful delay in the novel food authorization for Acheta domesticus.
As outlined in IPIFF’s recent letter to Commissioner Várhelyi, the European Commission has exceeded the legally mandated deadline by over a year, in clear violation of Article 12 of the Novel Food Regulation. Furthermore, it has denied Member States their role in the procedure and acted against the expressed position of the Members of the European Parliament on the ENVI Committee.
To recall, IPIFF’s engagement throughout April 2025 with the ENVI Committee Members of the ENVI Committee successfully resulted in a vote against two proposed Motions for Resolution objecting to the commercialisation of the novel food application.
More recently, during November and December 2025, upon IPIFF’s request and following a meeting with Portuguese government officials, a request was sent on behalf of the Portuguese authorities represented at the PAFF Committee on Novel Foods and Toxicology to the European Commission’s DG SANTE.
This request sought to clarify the reasons for the non-discussion and non-voting on a Proposal for a Commission Implementing Regulation authorizing the placing on the market of this novel food product.
DG SANTE was unable to provide any scientific and/or legal grounds for the procedures stipulated by the Novel Food Regulation not taking place, in clear violation of Articles 21 and 22 of the same Regulation.
Following advocacy efforts with the European Parliament and Member States, several letters were addressed to the cabinet of the Commissioner for Health and Animal Welfare, both on behalf of the applicant company and IPIFF.
The Commissioner has clearly incurred a violation of Article 126 of the Treaty on the Functioning of the European Union by not stating the reasons for the delay.
Furthermore, by refusing to respond to any of the letters, the Commissioner has violated the right to good governance under Article 41 of the EU Charter of Fundamental Rights.
In its latest letter to the Commissioner, IPIFF informed that it has advised its member company to enter into litigation against the Commissioner for the unlawful delay of the authorization of this Novel Food product.
This meeting brought together IPIFF members to align on next steps. These include coordinating advocacy efforts through member companies by requesting their respective Member States seek information on the reasons why the Commissioner is failing to comply with the relevant legal provisions and is thereby violating the Treaty on the Functioning of the European Union and the EU Charter of Fundamental Rights.
Similar advocacy efforts are being pursued, once again, at the European Parliament level, ensuring that various Members of the European Parliament address written and oral questions to the Commissioner regarding the non-compliance with applicable legislation.
IPIFF is committed to continuing to exert policy and advocacy pressure to ensure the conclusion of the legal procedures. Notwithstanding these advocacy endeavours, IPIFF was informed that the only possible avenue was for the applicant company to initiate legal litigation against the Commissioner for not complying and entering into breach of the applicable legal framework.

The European insect sector stands at a pivotal moment. While we continue to make strides in regulatory approval and market access, our collective future depends on securing a stable and ambitious political framework at the highest levels.
To achieve this, we must move beyond reactive advocacy and toward a proactive, structural dialogue with EU Member States. The goal? To transform our national authorities from passive observers into active advocates for our sector within the EU Council.
The meeting of the Task Force on Novel Foods also served to coordinate endeavours to better engage IPIFF with different EU Member States as to advocate for a Strategic Vision to the Sector within the Council of the EU on Agriculture and Fisheries.
The Strategy: A Dual-Purpose Engagement
Following recent discussions within the IPIFF community, we are launching a coordinated effort to empower you, our members, to engage directly with your respective national authorities. This is not a one-off request; it is a strategic campaign with a dual purpose:
Address Immediate Regulatory Matters: Use these national dialogues to tackle ongoing, sector-relevant regulatory hurdles that require attention at the Member State level.
Build a Coalition for a Strategic Vision: Elevate our ambition by convincing these same authorities to champion a long-term, strategic vision for insect farming within the EU Agriculture and Fisheries Council. We need them to formally request this vision from the European Commission, ensuring our sector is embedded in the future of European food and agriculture policy.

Here is an update on our current engagements:
Portugal
Ongoing efforts to engage Portuguese authorities. The objective is to secure their official support for our strategic vision within the Council while simultaneously addressing other ongoing regulatory matters. IPIFF is coordinating a meeting with the Minister for Agriculture.
Aligning the Netherlands
A coordinated approach is underway with Dutch authorities. IPIFF, together with VANIK are working in tandem to gather support on specific regulatory dossiers while building the case for broader strategic backing from the Netherlands within the Agriculture and Fisheries Council. VANIK has regular meetings with Dutch national authorities.
Aligning Germany
Dialogue is being established at a high level. The objective is to develop a coordinated strategy to secure support from Germany’s national authorities on both immediate regulatory issues and our long-term strategic goals.
Expanding Our Reach:
Beyond these core countries, IPIFF is actively cultivating relationships with other Member States, including Finland, Sweden, Malta, and Denmark.

To achieve a truly holistic and impactful coalition, we need to broaden our reach. A chorus of voices from multiple Member States is far more powerful than a solo performance.

Strengthening Market Integrity and Advocacy: Member Meeting on 10 of March

IPIFF is intensifying its dual-track approach to address critical market and regulatory challenges facing the sector. Following recent reports of non-compliant insect products circulating in the EU—with evidence collected from Spain, France, the Netherlands, and Bulgaria—IPIFF is preparing to formally notify the European Commission to demand stricter enforcement on the EU borders.
In parallel, building on constructive discussions with Chinese counterparts held on 27 February, we are advancing a collaborative framework to ensure transparency and full regulatory compliance among EU importers of Chinese insect products.
On 10 March, from 15:00 to 16:00 CET, IPIFF has invited a member of the European Commission from DG SANTE to clarify the procedures on reporting the entering into the EU of non-compliant products and to instruct the members on the foreseeable actions on behalf of IPIFF towards DG SANTE, on behalf of DG SANTE to national authorities and from member companies, to national authorities.
IPIFF has recalled the members of the crucial importance of collecting evidence of the existence of such non-compliant products ahead of our meeting with the representatives of the European Commission.

Discussions with Argenta: The aim, for this global industry in field of Animal nutrition to become a Strategic Advisory Member of IPIFF

Building on its vision to create a flexible and impactful global network, IPIFF hosted a meeting on 26 February with Argenta, a global leader in animal nutrition and health employing over 1,000 people worldwide.
The discussion centred on a potential collaboration, with a mutual interest in Argenta becoming a Strategic Advisory Member of IPIFF.
This initiative is a concrete step in implementing the tailored partnership framework recently approved by the IPIFF General Assembly. As outlined in that proposal, engaging global industry leaders like Argenta through dedicated partnership agreements offers maximum strategic flexibility while preserving IPIFF’s core governance. Rather than undergoing lengthy statutory revisions, this contractual approach allows IPIFF to tailor a value proposition that matches Argenta’s global scale and specific interests in supply chain development and animal health.
Both parties showcased a strong willingness to progress discussions toward a formal cooperation agreement. For IPIFF, such a partnership would not only create a sustainable revenue stream but also strengthen its voice with EU institutions by demonstrating global industry relevance. In return, as a Strategic Advisory Member, Argenta would gain project-based collaboration opportunities and insights into the EU regulatory framework, aligning with the model designed for large multinationals.

Following a landmark confirmed presence of IPIFF at EuroTier, we are thrilled to share that IPIFF is advancing high-level discussions with the German Agricultural Society (DLG) —one of the world’s largest and most influential agricultural networks—with the shared goal of welcoming them as an IPIFF Strategic Advisory Member.

IPIFF Secretary-General Steven Barbosa recently met with representatives of the DLG, a non-profit, politically independent network uniting over 31,000 members worldwide. These exploratory talks have already yielded exciting opportunities for collaboration, including:
- A Keynote at the Inhouse Farming Convention: IPIFF has been invited to deliver a keynote speech at the Inhouse Farming – Feed & Food Convention in Hamburg (21–22 April 2027), a premier platform dedicated to controlled environment agriculture.

Global Cooperation
IPIFF meeting with CFNA

IPIFF Secretary-General, Steven Barbosa, together with its Board Member, Sébastien Crépieux held a meeting with the Chinese counterparts to discuss the proposal of an Affiliated Membership Partnership.
The figure of an Affiliated Membership Partnership for the Chinese counterparts was presented and voted in the past Online IPIFF General Assembly on the 13th of January.
In the meeting that took place on the 27th of February, the IPIFF Secretariat and the Board proposed this Affiliated Membership Partnership Agreement to its Chinese counterparts.
Discussions are now taking place envisaging a closed cooperation between European and Chinese insect producers, which intends to better control the imports of Chinese products into the EU by providing the legal, safety and hygiene requirements applicable in the EU to the EU companies importing such products, by becoming IPIFF members. On the other side, Chinese counterparts will also detail the requirements for IPIFF members to export to China.
Lastly, this cooperation also envisages a coordinated Global Insect Industry Calendar as to enable the seamless participation of EU insect producers in Chinese Insect Industry events, to which IPIFF was addressed the invitation to participate in the upcoming Chinese Insect Protein Conference taking place in November and IPIFF addressed the invitation for the Chinese partners to attend IPIFF’s upcoming event to take place in December in the European Parliament, in Brussels. Both IPIFF and the Chinese counterparts are to attend the Insects to Feed the World Conference in Turin.
According to the IPIFF Board Member, Sébastien Crépieux, this cooperation can have impactful results in ensuring the highest safety, hygiene and production standards of insect products being commercialized within the EU boarders.

It is official: IPIFF and the UK Edible Insect Associated have firmed a pact to represent over 100 insect companies

Brussels/London, 18 February 2026 – The International Platform of Insects for Food and Feed (IPIFF) and the UK Edible Insect Association (UKEIA) have officially finalized a strategic partnership agreement to strengthen policy, advocacy, and regulatory advancements for the insect sector.
Signed on THE 18th of February, the Affiliated Membership Partnership Agreement establishes a framework for joint action, ensuring that the industry speaks with a unified voice when engaging with EU institutions, Member States, and UK policymakers. The collaboration leverages the combined representation of over 100 industry players across more than 15 countries.
From IPIFF’s perspective, the value of closer cooperation was also highlighted by Board Member Ivan Nikolic, who noted: “We are thrilled to reinforce our cooperation with the UK Edible Insect Association. By joining forces, we are not only sharing valuable scientific and market expertise but also uniting the voices of over 100 member companies. This strengthened transboundary alliance is crucial for advancing common advocacy goals and unlocking the full potential of the insect sector across Europe.”
Key pillars of the partnership include coordinated advocacy strategies, alignment of core sector messaging, and the exchange of best practices in production and sustainability. Under the terms of the agreement, all UKEIA member companies are represented within IPIFF, and vice versa, fostering a global cooperation platform while preserving each organization’s governance independence.
This forward-looking agreement reinforces a shared commitment to science-based, proportionate, and innovation-enabling regulation, aiming to ensure long-term investor confidence and a strengthened position for the insect sector in global discussions.

IPIFF MAKING WAVES IN BRUSSELS: High-Level Meetings Pave the Way for Sector Growth

As the insect sector continues its rapid ascent within the European bioeconomy, the International Platform of Insects for Food and Feed (IPIFF) remains at the forefront of advocacy and development.
The past week has been marked by a series of pivotal high-level meetings, reinforcing our sector’s position in key EU policy dossiers and opening new doors for funding and collaboration.
Here is an exclusive look behind the scenes at the recent activities of IPIFF President, Adriana Casillas, and Secretary-General, Steven Barbosa.
Strengthening the Bioeconomy Pillars: A New Alliance with CBE JU
In a significant step for the sector’s integration into the EU’s bio-based circular economy, IPIFF leadership met with representatives of the Circular Bio-based Europe Joint Undertaking (CBE JU) . The discussions, centred on the latest bioeconomy strategy, explored substantial funding opportunities tailored for the insect sector.
To solidify this relationship and ensure our members have a front-row seat in policy development, IPIFF has officially initiated the process to become a member of the Biobased Industries Consortium. This membership will be instrumental in sharing crucial policy developments that directly impact insect farming and processing.
Building on this momentum, IPIFF is thrilled to invite the Director-General of CBE JU to speak at the IPIFF Annual Event, taking place in the European Parliament on the 9th of December. This will be a unique opportunity to hear directly about the funding landscape and strategic priorities for our industry.
Forging Feed Sector Unity: Strategic Engagements with FEFAC and FEDIAF
Recognizing that collaboration is key to navigating the EU’s evolving agricultural landscape, IPIFF has intensified its dialogue with the European feed and pet food sectors.
In a productive meeting with FEFAC (European Feed Manufacturers’ Federation), we focused on strengthening our cooperation on critical EU dossiers. Discussions revolved around the EU Protein Strategy, the future of the Common Agricultural Policy (CAP) , the Livestock Workstream, and the growing demand for Sustainable Aquafeed.
This reinforced partnership is vital for positioning insect proteins as a mainstream solution for Europe’s feed autonomy. FEFAC has also been invited to participate in our Annual Event on December 9th to continue this dialogue.
Simultaneously, our engagement with FEDIAF (European Pet Food Federation) has yielded concrete results. Following a strategic meeting, IPIFF has been invited to present the European insect sector’s perspective to FEDIAF’s working group on Nutrition and Feedstocks.
This collaboration will extend to the broader community, as IPIFF has been invited to participate in FEDIAF’s Annual Event in Brussels on the 10th of June. In a gesture of mutual cooperation, FEDIAF has also been invited to take the stage as a speaker at our own Annual Event in the European Parliament this December.
Political Support Takes Center Stage: Engaging with the European Parliament
Perhaps most crucially, IPIFF leaders met with a key Member of the European Parliament (MEP) to solidify political backing for our sector. During this high-level meeting, the MEP officially endorsed the IPIFF Annual Event, giving it significant political weight.
More importantly, the discussions went beyond a single event. The MEP confirmed ongoing work towards drafting an Own Initiative Report aimed at supporting the insect sector. This potential report is a game-changer, as it could pave the way for concrete EU action on key priorities.
As Adriana Casillas, IPIFF President, stated: “Europe has the strategy; the insect sector has the solutions. As we engage with the Circular Bio-Based Europe Joint Undertaking, we will champion three strategic pillars: first, regulatory sandboxes to fast-track innovation; second, market-pull mechanisms to unlock €10 billion in investment; and third, the recognition of insect bioconversion as a foundational pillar of the EU’s cascading use hierarchy. Our members have proven we are ready, credible, and investable. Now we need the policy architecture to match our ambition.”

Building Food 2040: a stakeholder consultation survey on the new Strategic R&I Agenda on Food Systems
A special call of attention to our academic members!

The Directorate-General for Research and Innovation (DG RTD) of the European Commission has led the development of the Food 2030 initiative since 2016, deployed through Horizon 2020 and Horizon Europe. Food 2030 is the Research and Innovation (R&I) policy framework that supports the transition towards sustainable, healthy and inclusive food systems.
Food 2030 covers all post-farm gate actors of the food systems (food industrial processing, packaging, distribution, retail, transport, food services and consumers), as well as cross-cutting elements such as the governance of food systems and the microbiome.
Food 2030 contributes to foster the multi-actor and systemic approach to R&I, capable of delivering co-benefits for people’s health and communities, our climate and our planet.
Food 2030 is implemented through 11 pathways for action:
- Governance for Food Systems Change

- Food from the Ocean and Freshwater Resources
- Alternative Proteins for Dietary Shift

Since its implementation, Food 2030 has led to an EU investment of around €770 million through 117 research and innovation projects (2017-2024), as well as to the establishment of the Horizon Europe partnership FutureFoodS.
In 2025, the European Commission published the Life Sciences Strategy. It aims to make the EU a global leader in life sciences, translating cutting-edge research into real-world solutions that strengthen public health, encourage the deployment of clean technologies, and support and scale new industries and high-quality jobs in Europe.
In this Strategy, the European Commission committed to deliver a new strategic R&I agenda on food systems to foster development of competitive, sustainable and resilient food systems solutions, later on called Food 2040.
It will complement the forthcoming strategic approach to R&I in agriculture, forestry and rural areas announced in the Vision for Agriculture and Food (for which another survey has recently been submitted to stakeholders – closed on 25 January). The successor of Food 2030 will provide guidance and directionality for R&I activities on food systems for the next Framework Programme for R&I (Horizon Europe 2028-2034) and the European Competitiveness Fund (ECF).
This EU survey seeks to gather insights and perspectives from a wide range of stakeholders, from food industries to consumers, including researchers, civil society representatives and authorities, to support DG RTD in shaping Food 2040.
This survey is open for contributions until 13 March 2026, 12:00 CET.

An analysis of the IPIFF report and European Commission study on sustainable aquafeed CLOSE TO COMPLETION
STATUS
- As IPIFF prepares its Position Paper for the Public Consultation by the European Commission for a Vision 2040 for Fisheries and Aquaculture, this Position Paper will be complemented with:
- Already compiled the focus results of the study on the use of insect meal.
- Inclusion of a review of key findings
- Resulting policy recommendations
- Curated scientific bibliography supporting the role of insect-based proteins in promoting nutritious and sustainable aquaculture practices
- R&D results from Member Companies and aquafeed producers (i.e. Biomar)
- Upon completion of this policy work, IPIFF members will be invited to respond to the European Commission’s public consultation, using the framework of the policy paper developed by the IPIFF Secretariat. As highlighted in recent meetings, the more replies on behalf of the industry, better chances for the sector’s revindications to be acknowledged.
